Fixed [8576] Cancel upgrade doesn't make Builder available again

Current situation:
_when starting an upgrade if I cancel after it is started and switch to upgrade a different building I get the add a builder screen even though the builder shows one idle. The first structure that began updating and was interrupted will not let me open it- clicking does nothin. The new structure opens to the message add builder. this resets after refreshing_

Expected situation:
_I shouod be able to cancel and apply my builder to another task_

Reproduction Steps
1. _start an upgrade to a structure_
2. _cancel up grade_
3. _attempt upgrade elswhere_
4. _original upgrade won't open
_
5. _new structure bumps to add builder_

Add more steps if needed. Include only ONE action for each step!
