The Blooming Trader guild has a DECREASED amount of Trader
discount from level 2 to level 3
It is 38% at level 2
It drops to 35% at level 3
Discount should rise, not drop

This is incorrect, going from level 2 to level 3 will decrease the fee the trader imposes on un-located people so at level 2 the fee is 138% of original asking price and at level 3 the fee is 133% of the original asking price, so it is showing and working correctly

ruffbeagle is correct, this is not a bug. As the wording of the AW description says: "It reduces the trader's fee for non discovered players."

At level 3 the Trader fee is 3% less than that at level 2, so there is a 3% reduction in the fee from level 2 to level 3.
