Quest title: __Breeding cerberus dogs (note I do not have the training grounds and it does not say I have to have training grounds)

Current situation:
__I opening the barracks gives grey slots with ?? marks and 0 seconds
__The training options are grey and say they need to be researched.

Expected situation:
__blank training spots one ones saying what is training
__The option to train the troops I have researched.

Reproduction Steps
1. __open barracks.

declining the breeding cerberus dogs quest did NOT fix the issue.

removed road connection during reorganizing. it fixed itself.
