City Artifact Conversion

Summary:
Provide a mechanism for converting leftover artifacts to artifacts for buildings already built but not fully evolved.

Definition:
Leftover artifacts are those artifacts for upgrading an evolving building which currently exists as a fully upgraded building in the city.

Options for implementation:
This could be a new tab in the fully evolved building which allowed conversion if there were additional artifacts or it could be that the existing mecahanisms for Magic Academy recipies is used with the recipies only coming into the rotation if there were leftover artifacts and there was one or more evolving buildings not fully evolved.

Clarifications around mechanisms:
This is designed to supplement, rather than replace existing recipies available only during events. It should be a 1:1 swap based on the recognition of effort of already using 9 of the same artifact to upgrade an exisiting building.

Rationalle:
The bear and phoenix evolving buildings from around a year ago provide a singnifacantly greater benefit to players than event buildings before or after. This has created a bit of a 'timewarp' where many players can never compete equally in the weekly tournament and to a lesser degree the spire.
Additionally players may have other evolving buildings at levels 7-9 (or lower) where for some reason they were unable to be fully active during that event.
Now, it should be difficult to 'fill in the gaps' and players who made the effort to build these buildings should not see their benefits reduced.
The mechanism should encourage participation in new events and building new buildings. It should not allow new players to quickly gain a fully evolved bear of phoenix but should allow a very active player to slowly close the gap over time. This mechanism would take a player 5-9 events to complete a building evolution from a time where they were not playing. So it doesn't provide an instant 'closing' of the gap but it does provide a predictable mechanism to allow players to plan.

Issues with the current mechanism:
  • It discourages building new event buildings
  • It is only available during an event
  • It doesn't allow you to upgrade anything except bears

We already have a system like this in place in Crafting and currently intend to leave it with that. I'll archive this thread now.
