Fixed [7673] Lose culture on ancient wonder upgrade

Current situation:
When I upgrade the Martial Monastery, I lose all culture for that wonder until the upgrade completes.

Expected situation:
Retain culture from previous level until upgrade completes, then new level of culture is added. Similar to the situation when upgrading a house, or an armory.

Reproduction Steps
1. Obtain all kp required for a level of the Martial Monastery upgrade
2. Click the upgrade button
3. (optional) Reload game (sometimes it won't show the loss of culture until you try to upgrade something, then an error will force game reload)
4. Note culture loss.

This is indeed an issue. It also happens for The Sanctuary (the Human equivalent of the Martial Monestary).

This has been fixed with the update to 0.35.

It looks like this issue has recurred, I started a Sanctuary upgrade last night (from level 9 to 10).
Before the upgrade I had 641 culture available.
During the upgrade I now have -2059 culture.

That's a difference of 2700, which is the culture given by the level 9 Sanctuary.
