3. See it isn't declinable
4. Reach chapter 3
9. See it still isn't declinable

i think this is part of the tutorial quests (or at least those first 10 that give you an extra reward like the 100 diamonds).
Those might fall in another category the normal story quests that are declinable afterwards.

Then, how do you explain I got this quest after quest "Place an expansion" I declined when entering chapter 2 ??
