Current situation:
Improved Council Hall research says about level 2 and 3 while it should be level 3 and 4

Confirmed using system and browser as posted.

1. Open research tree.
2. Complete the research for the Council Hall.
3. Open the Council Hall.
4. Click on the Upgrade tab.
5. Notice there is a green upgrade button.
6. Click on upgrade, notice the building upgrades to level 2.
7. Open the research tree.
8. Work your way through the research until you reach Improved Council Hall.
9. Notice it speaks of upgrading to levels 2 and 3. As posted in the OP, it should be 3 and 4.
