Current situation:
If you didnt built magic academy then green text in every upgrade window becomes red, really confusing

Expected situation:
green text color in upgrade windows

Reproduction steps:
0. dont have magic academy built in city
1. log into game
2. open any building
3. check upgrade window
4. observe green text
5. close window
6. open inventory
7. close inventory
8. open any upgrade window now
9. observe that green text turned into red text

I had noticed the red text aswell on one of my accounts, i couldnt figuer out what caused it.
Your reproduction steps are very usefull, thanks!

However i'd put as number 1 step:
1 don't have a magic academy.
2 ....9 as dony posted above
its in the bug descirption but the devs might miss that step
