Implemented 23 hours period for neighbor help

I suggest changing the minimum interval between two neighbor helps from 24 h to 23 h. The reason for that is that with a 24 h period the time you'll be able to help will slowly shift, and after some days or weeks it will get late in the evening before you can do it. Not easy to explain this using correct english, sorry ...

It's already 23 hours at the moment :)

I can confirm that the timer already is 23h at the moment. Therefore, I'll set this thread to "Implemented". :)
