Fixed [18024] Ranking didn't work while we are in province

Reproducibility: 5/5 = always happens

Quest title: n/a

Current situation: When we are in province, and we try to watch ranking it didn't work. When we move coursor on it, and even if we try to press on it nothing happened.

Expected situation: Ranking should be shown i think.

Reproduction steps:

1) Scout province( i have it on steal dont know if it matter)
2) Go into province
3) Move coursor onto ranking
4) Try to press on it
