Fixed [13263] Story Quests finished too soon

Current situation:
After I finished the quest "Research Sorcerers Style Workshops" i got a declineable but not repeatable quest asking to have 5 workshops at least level 24. Once i declined that quest, i didn't get any other story quests. Now i have 2 repeatable quests.

Expected situation:
Since i am far from the end of the chapter, i expect story quests to continue.

Reproduction Steps
1. Reach chapter 10 "Sorcerers and Dragons".
2. Reach Story Quest "Research Sorcerers Style Workshops"
3. Complete that quest and get the next quest asking for having 5 workshops at least level 24
4. Decline that quest.
5. Observe that there aren't any story quests.

Sometimes you get two declinable quests and no story quest. Based on my expereince with such cases in the past you will likely get more story quests after you reach a certain point in your research (most likely after you have researched Sorcerers Style Main Hall) and complete (or decline) one of the two declinable quests.

Of course, it could be an actual bug this time.
