Fixed [13185] Autocomplete event quest #14

Event quest #14 requires 1 technology to be research but autocompletes without any research exactly being research.

I had 2 technologies ready to activated but the quest is already fulfilled.

This is currently working like that for multiple event quests that require you to research a technology. We're looking into it, thank you for reporting
