Quest title: "increasing population

Current situation:
_build 1 level 1 residence (+31 pop) _
_hand in quest

Expected situation:
_build/upgrade residences to gain 100 pop_
_hand in quest

Reproduction Steps
1. _get to the quest in chapter 5 "increasing population" right after "have at least 1 alter of the forefather" quest._
2. _build a level 1 residence_
3. _quest completed_

Not connected at all, happened on Beta about a week ago, and tested it on Khelonaar yesterday to make sure I was right (not that there is ever any doubt)
