Current situation:
quest isn't declinable

Expected situation:
to decline quest should be possible

Reproduction Steps
1. open a declinable quest
2. click on decline
3. when the next screen appears, press escape (window closes now)
4. open the quest again
5. try to click decline (nothing happens)
6. to get the window back to desired function, you have to reload the game, switching to i.e. worldmap is not enough

I don´t know if it is a bug or not but since this morning I have only one icon wich give me missions, the kind of missions you can't refuse.
The other who gives me missions that I could refuse disapear.
This missions are very important to win $$$ and supplies.
