Fixed [11315] Easy encounters

All of the provinces that I scouted moved with me and are in the same position. However, the encounters are at a very basic level. I have ring 13 encounter consisting of enemy squads sized at 38 units. The negotiation costs are lower than usual as well, though they do include orcs.

Would it be called bug usuing if you fought those to gain alot of territory in a short period of time? ^^

let us fight and win these encounters as fast as we can
besides, let us think logically
we are on a beta server
bugs are expected, as well as their consequences
