Fixed [10728] Cancel Upgrade not working

Quest title: none (if applicable)

Current situation:
Deleted two houses to get the space for upgrading other houses.
Started the upgrade for two houses to Lvl 20.
Pressing the "Cancel Upgrade" button (on both buildings) has no effect.
Did a relog, still no effect.

I'm at -1074 Population - perhaps that's the problem?

Expected situation:
Cancel Upgrade should cancel the Upgrade

I can confirm this, was about to make the same report.

Trying to cancal my Gems factory lvl 13 builder, though clicking doesnt cancel the job.

Confirmed - thanks both

Confirmed with Elven residences 8-9 and 1-2. Cancel button is unresponsive even after refreshing/logging out and back in again.

Getting this too .... upgraged a residence to level 20 by mistake and canceled it, but it wouldn't let me put it back in the same place and I didn't have anywhere else to put it
