Current situation:
__ Clicking on a 0 city, ie most of them near the bottom of the roster, returns a Stream Error.
__

Expected situation:
__ The previous behavior returned a minimal village, and if you clicked on the World Icon you were returned to the map location that you most recently visited or to your own city.
__ A simple Popup would suffice, because any city that has at least one workshop will have a score higher than zero.

Reproduction Steps
1. __ Click on your rank to get a global roster
2. __ Click on the >> to jump to the end of the list
3. __ Click on one of the zero cities (there are thousands of them)
4. __ You'll get a Stream Error rather than a Village.
