So far I didn't get any moon splinters for the "normal" summer solstice quest, only relics. The only moon splinters I got sofar are from the 2 daily episodic event quests.
Looks indeed to be a problem with old quests from "The Contest" event which I didn't complete. Hope they fix it soon so I can continue to earn some more moon splinters.

Will we get the moon splinters for the quest we already did when this is fixed ?

We're currently working on fixing this, which should enable the extra Summen Event quests instead of the unfinished The Contest quests, so you will be able to do these (right) quests, including the possibility to get the proper rewards.
