Fixed [10516] KP Bar not working, using spell Inspiring Meditation

Current situation:
While the spell is active, you lose one KP. Not sure if activating and a reload is enough to produce this result. I assume, the 11th KP does not get added, if you just sit and wait.

1. The first screenshot (_1) was taken 18:42, when I had 10KP ("normal" KP Bar was full already)
2. The KP Bar time showed 58min left a few seconds ago (~19:24) (while it should have shown 17min)
3. I did a reload ...
4. Now the time is showing correctly (screenshot _2), but I lost 1 KP.
5. One hour later (19:42), the "11th" KP was added as 10th KP (screenshot _3).

If I remember right from the last time I used this kind of spell months ago, that time I also lost one KP ... so this is an "old" bug.


Expected situation:
KP should be added to the KP Bar correctly, with or without a spell being active as well as the countdown timer should work correctly.

It still doesn't work in version v1.14.3-(1cd9c6e) (2016-08-31 11:39). I used a spell 4 minutes before the KP bar was full, now I have only 9 KP and 47mins left for the next KP (after checking back some minutes later). Reload has no effect.
