Fixed [10307] Same Aw in city (great bell spire)

Current situation:
The player has the same wonder 2 times in his city (one KP paid in) & one under construction

Expected situation:
Only have every wonder just one time in city

Reproduction Steps
visit player deadwalker and check the ctiy

(don't know how it's reproducable or what he has done. I'll ask him)

Maybe the tooltip is showing wrong information. I just visited his town. We'll see what will be there when construction finish.

I could ask him meanwhile:
AW was ready for upgrade, he started the upgrade and was asked to place the AW on a different place. He did so and that's what you see at the moment in his town.
If he would have a free builder, he even could start a 3rd upgrade of the same AW.

Ok, now there are 2 AW and both are ready to collect KP for the first upgrade (175 KP, which have been already paid in as he started the upgrade and doubled the building)
I'm quite sure this is a bug :D

Amazing :p. And you are absolutely sure that he could build a 3rd AW?

He told me so. He tried to build it, but there were no free builder avaiable.
He was offered by the game to buy another builder, so I suspect he would have been able to build it a 3rd time.
