On the US1 server I have a chapter 5 city that currently has 30 expansions (including the initial 6), 5 of which are dedicated to the FA. When the next event begins and I progress to the Dwarves chapter, those extra 5 expansions will be used for my Dwarven settlement. For most of chapter 5, I have had 5x5 expansions.
I reach the top of the Spire and get 2700-3200 points per tournament. My tournament score is mainly limited by my stubbornness about not completing province encounters unless the bossy event lady makes me. I have 10-12 open provinces of each type and play them all to six stars.

Wow, that’s a really small city and still very powerful. I wonder if you focus on fighting or catering in the tourneys/Spire? I do have some issues producing enough troops, though I know I could circumvent that issue by using my brown bear more often - usually, I just don’t feel like burning a lot of time instants (and PP spells).
I also don‘t like completing province encounters except for events...
I recently started developing my small city again. I am almost at woodelves chapter now and my city has 36 expansions.
I expect to reach the elvenar chapter with it without more expansions, but it will take some time.
Once I reach my end goal only then can I waste the space on building out the city into a battle town. right now I just need all the space I can get. so now the town is weak but fun (it's my diamond accelerator city so it's main goal is diamond creation and it has like 11 library sets which I will not remove)
It's a nice challenge to deal with very limited space but we will get there and by them we will be uber powerfull.
I‘m afraid that my city is already too big to compete with the extra small ones. I was a bit late at making the decision not to place anymore expansions. Still, when I look at my main city in the Elvenar chapter, I wonder how I will accommodate for these huge sentient goods manufactories (not to mention the guest race settlement). But that’s going to take a while, anyway.
As I‘m curious to know, I wonder how the library sets help you in creating diamonds - is it because they provide you with a lot of CCs so that you can fill the mystical object more often? (That’s the first link between library sets and diamonds which came to my mind).

Also, as has to be pointed out every time someone calls it "difficulty" and not cost. All this stuff increases the number of troops or goods you need to complete encounters, it does not make the actual encounter more difficult.
In the beginning, I also thought like this (and also sometimes corrected people when they were calling it difficulty). In the end, however, an increased troop size translates into difficulty if you can’t compensate for the increased losses. It’s just another kind of difficulty. The ratio between own troops and enemies remains unaffected, but, when your city advances, according to the formula, you need to produce more troops, which will eventually become a problem (difficult).
