Quest accept and then build something.
Then Decline the building.

With this trick everyone comes quickly to coins and can buy goods.

you found a new way of doing the quest faster than I did. But I had to collect 200 supplies, so cancelling the Training would take longer when gaining 5.000 supplies
We will see if this is really intended or a bug.
