Not a Bug Yes and no neighbour help possible

Situation:
I have 1 neighbour with no culture building of the right size.
He is upgrading his main hall to level 4.
And he is away for a couple days already

Problem:
if I use a browser to play the game I can not give him neighbourly help.
If I use a mobile phone (android) I can give him neighbourly help.

Request:
please look in to this annoyance.
If upgrade timer is expired the building needs to show that to a visitor and not the upgrade stuff.
No matter if the player comes online or not.

Not sure if there was a fix for this but now the town hall is done.
So I can give Neighbour help again to the player.
