That text is wrong, plain and simple. After the updates to the battle system the initial squad size is 6, squad size after the first Squad Size upgrade is 9, and training size in the Barracks is 6. Even after researching Squad Size upgrade 2 my squad size is just 15.
The text clearly references the old situation, where initial squad size was 12, each Squad Size ugprade increases squad size by a fixed 12, and initial training size in the Barracks was 12.
Same issue with a later quest:
Thanks to the Armory I can train 9 (6 base +3 from Armory), not 13 units.
