Won't fix [34612] World map provinces got changed order of goods for negotiation

Current situation:
World map provinces got changed order of goods for negotiation, for some reason orcs are now first

Expected:
Orcs being the last from all type of goods as before

Reproduction steps:
1. open any world map province
2. click on any encounter
3. observe that orcs are first and not last as before

This issue was discussed and we currently don't see the need to act on this issue as complexity and solution heavily outweigh the benefit of fixing it. Therefore we will now archive this bug report thread as such.
