I started my city today, but have not been included in the Harvest Festival event 
When I started my first US Server city when the Phoenix event was almost over, I was still included. Perhaps the rules are different for Beta. I looked at the info about the event on Wiki, but didn't see anything about prerequisites, such as having to be in a certain chapter or meet certain requirements to be included. I could've missed something; I often do...that's why I'm asking here. Thank You!!
