Not a Bug We still get upgrade quests when Goods are maxed

I was my understanding that one of the "smarter quests" features would be that quests would not be offered if an upgrade was not feasible.

I have 3 Manufacturing Facilities for each of my boosted goods, all maxed out at level 15, and still need EIGHT technologies before I'll be able to upgrade any of them to level 16. But I'm still getting:

Hopefully this is a bug. Allowing the quest to be declined helps a bit, but what's the point in even offering a quest that won't be feasible for several more days?

We have checked on this particular quest, and it currently works as intended. The quest only appears for a limited amount of time (depending on how far you are in the quests storyline). It is a repeatable quest, so you can always skip it now and do it later, once you can upgrade your Manufactories further.
