I have not used one, but if you hover over it you can see how many troops it heals (revives?). It is only one squad. Not your standard squad, but the encounter squad size.

I did use it and yes, you can only use it on 1 squad in the battle to get them back again.
It doesn't mean just 1 squad size troops but all the troops you put in to 1 slot of the battle.

For something free, it is useful but it won't be something I would create in the MA.
But I hope, they won't put many of those things in any event.
