My Vault of wisdom does not recognize the connection to the Factory, Agriculture, and Atelier buildings

Each vault of wisdom must be connected to one each of factory, agriculture and atelier. Based on your picture, and looking at your city, yours do not appear to be connected that way.

This is not a bug.
