well, that explains the other bug with the neighborly help for these buildings.

they are not registered as cultural building

Thanks for your report Theaitetos! We could not reproduce this issue so far. Both Valentine's buildings increased the culture, and did so without a reload. Did reloading the game solve the issue for you?

Did anyone else experience this issue?

reloading the game solve the issue not; the other event-building, gaelagils balcony, worked well.
