Current situation:
__ usually, it's possible to upgrade magical buildings as soon as a player reaches a new chapter (research advanced scouts). this time however, upgrading is not possible.

Expected situation:
__ upgrading should be possible after doing the research.

1. reach the new chapter
2. try to upgrade a magical building from the previous chapter (elementals). everyone should have such a building.

EDIT: went through the process of buying the KP for the residence-upgrade, and there the magical residence upgrade is... still not what I would've expected.

I think you have to unlock advanced scouts first to really be in the chapter. That's also how it works to be able to decline quests from a previous chapter.
