I have a quest for upgrading a building to level 11 or higher. have done the quest 3 times and the quest is never satisfied. and will not give me the reward.

Were you on line with the game open when the buildings completed? That usually satisfies that bug.
We have checked our logs and can clearly see that this quest does complete (also for you 
). Please give us some more details regarding the time(s) when the quest doesn't complete for you. It would be great if you can share:
