Expected: Only requirement: Royal Restoration

Steps: see picture

Opening condition for chapter 19 failed (Prepared barracks ?)
Same for all other buildings (Event and Evolve)

You are not in chapter 19 yet? (hence why you see the 19 in red).
This is obviously a requirement for upgrading, just like in all previous chapters.

It would be very imbalanced if one can have a chapter 1 city with chapter 19 event buildings because they upgraded them with royal restoration.

I think you need to finish the first research in a chapter before you are in that chapter.

You need to finish that research to be able to upgrade, same as in any previous chapter.

Yep, like the others said, the game does not count you in the new chapter until you complete the first research. This goes for being able to upgrade buildings with RRs, upgrade Magic buildings, determining which chapter an event building belongs to when you claim it, and so on.

If you open/clear the chest with the requirement of completed provinces you are in this chapter.
But I can also understand your view, which I have statet in my "bug report"

Not you are not in the chapter, you had always to research first technology, don't spread false informations as your "view".

Every single chapter from 2-19 works the same way. That is how the game is programmed, it is not just a view.

Personally I think there are some other issues that need attention a lot more, I'd rather have the development time spent on that, then on something thats been around since day one and we all learned to accept in the past years as a small nuisance

What if I do it for you? The first try took me 5 minutes, I'm sure I'll get faster with the other chapters.
This is something that a pro could bang out faster than a cigarette break.
