Is this a bug, which research is required to upgrade to level 2 and produce creatures?

It required the tech. Fortress of Revenge Upgrades. Who could have guessed that?
Its been like this for many chapters now, that you can't upgrade your portal without getting further in the tree.

If you press on research, the link jumps to "Research Fortress of Revenge" (which is already researched) and not to the required Research "Fortress of Revenge upgrades". Wrong linked ?
