i am having a problem with the upgrade of 2 boosted manufacturer buildings. i have upgraded 4 of my boosted good buildings and the quest is not completing.

This type of quests is facing some problems at the moment, as announced HERE.

This post contains a hint, that you should be online, when the upgrade is finishing.

Thank you very much for reporting this issue. Methusu is right, this bug has already been reported and the developers are working on a fix. I'll set this topic to Duplicate!
