Unable to use a time reduction boost while upgrading a mushroom farm

Current situation: I can't use a tine reduction booster while upgrading a mushroom farm. Same issue on Flash.

Expected situation: To be able to use time reduction booster.

Edit: I have also tried on updates Chrome Version 73.0.3683.86 (Official Build) (64-bit), and there is no tooltip window. Can't use time boost either.

Same issue here. Had it yesterday on the zoo, garden, assembly buildings, but also on the workshops and now today also on the residences. Using chrome and html5. When I click on the building, nothing pops up, so I can't use time boosters.
I also can't time reduction boosters on productions, I get this when I click on a workshop for example:

We do believe several bugs to be related. They all give similar results, including this one.

Well it was not just a display issue, I couldn't speed up my upgrade and I could see all the remaining information at the time.
