Current situation:
The button ABOVE the mouseover changes to Accept the Offer

Expected situation:
The mouseover button should change to Accept the Offer

Reproduction Steps
1) Mouseover an Accept Button on the Trader Popup
2) Note that the button ABOVE your mouse pointer changes state
3) Clicking on the desired button provides correct results,
so I suspect there's just an offset in the display counter

Hover the button in the first line, you'll see that the button doesn't change at all.

It's indeed not a change of the button itself, but a popup with additional text, which falls over the button above the one you hover over. Because the length of the text matches the size of these buttons, it might look like the button itself changes, but as Methusu pointed out, that's not the case

OK - I'll settle for really poor implementation. The mouseover needs to be NOT aligned with the previous button.
It's a simple change, and there's no reason to create unneeded confusion.
