Current situation: Tooltips from bottom menu bar stops working after leaving city

Expected situation: Tooltips to work all the time

Reproduction Steps:
1. Hover mouse over icon in bottom menu bar
2. Wait for tooltip to appear
3. Goto someone else his/her city or open worldmap
4. Return to your own city
5. Again hover mouse over icon in bottom menu bar
6. No matter how long you wait, no tooltip will appear

Only after a reload will the tooltips work again.
