Current situation:
When hovering a building and keeping the mouse over it, the tooltip appears and often disappears very fast so it's not possible to read what is displayed. Sometimes the tooltip doesn't appear at all.

Expected situation:
When hovering buildings, the tooltip should not disappear so fast
It should only disappear when moving the mouse elsewhere as in previous game versions

Reproduction Steps
1. Hovering a building with mouse
2. Keep the mouse over it
3. The tooltip appears and often disappears very fast
