Reproducibility: 1/5 (is the first time that happens to me, I don't know if will happen again)

Current situation:
My builders' hut is level 2, but I can upgrade or construct 3 buildings

Expected situation:
Upgrade or construct 2 buildings

Reproduction Steps
1. (this morning) I upgrade one building and construct one building
2. (now) I have again one building under upgrade, but I have 2 builders at my disposal
3. I upgrade the second building
4. I upgrade the third building
