Reproducibility: 5/5 (1/5 = happened once; 2/5 = happens randomly; 3/5 = happens sometimes; 4/5 = happens often, but not always; 5/5 = happens always)

Quest title: Tactical battles: Fight and win in 3 Encounters.

Current situation:
I am in Chapter III and the quest mentioned above is doubled. When I roll quests there is always one after another.
I've seen this bug on a live servers when I was in previous chapters. At some point it fixes but I'm not sure when. Probably will get there eventually.

Expected situation:
Only 1 quest Tactical battles in a loop.

Reproduction Steps
1. Decline quests.
2. When you reach Tactical battles decline again.
3. You should have this quest again.

As far as we can see there is no problem in the system here and it seems to work as intended.

Every quest in the game is one time in a loop and this one is repeated but only for a certain time.
First it was once, now it is twice and in later chapters it's again once. It should be that way?
Pretty strange to be honest... Looks buggy... Not to mention it is irritating to skip it two times all the time.
