City Switch the Elven houses 16 and 17

The new upgraded Elven houses are stunning looking! I just love them! However, the level 16 houses are the most beautiful. Level 17 looks pretty much like the houses we have now...when looked at from a distance...a little dull from a distance. But the level 16 houses really brighten up the city!

How about switching level 17 and 16?
