After visiting the city of another player, the Spire window doesn't appear anymore

Expected situation:
The Spire window should appear after visiting another city

Reproduction Steps
1. Visit the city of another player
2. Go back to your city
3. Click on the Spire of Eternity

Indeed, the title didn't mention an effect on Spire but it is mentionned in the discussion, sorry for the duplicate
