Current situation: The spire in my city is seen as fully built the soires in the cities that I visit are not built up to the end

Expected situation: spire are seen as built up to the end in all cities

visiting cities of fellows and neighbours finding the spires as shown in the 2nd screenshot

I don't think that's a bug. The Spire appears only in your city, not in the cities you visit. What you see when you visit another player is the same as when the Spire is not active at all.

I'd agree if it would concern cities which didn't reach the 3rd chapter yet. But why showing an inactive spire which is active and seen as active for a player in the 3rd chapter and above?

We checked this and the current behaviour is intended, you should only see the Spire in your own city.
