Special resources in your city during big events reshuffle every time new one spawns, i am not sure if this is intended, but its confusing to see resources disappear in front of your eyes.

No reshuffling?
Reproduction steps:
1. log into the game during big events
2. make sure you dont have 6 collectable resources (like tickets)
3. observe 1 or more of this things till you get message (watch them on your screen)
4. notice that some of them disappeared and some appeared on different spots
