World Map Repeated request: Change tutorial to fix inactives

I wonder why this suggestion is archived, without any explanation (at least none that I could fine).
With the sentient goods coming, that you most probably will need to trade, this idea should be given some thought again and maybe a poll?

The thread was archived because a city is created once a player creates a game on a game world. Changing that system as proposed, is not realistic. Furthermore we're already working on the inactives situation so it is something that has our attention
