Can someone tell me what they mean with the following:

Yeah its confusing to me to, i did not saw any changes :p

Maybe they mean, when you get the boost for tier 2 and tier 3, the wholesaler will offer them as well.

What Nosferatu said. If you get the research for a boost the wholesaler will indeed expand his offer to the unlocked tier.
