Duplicate Quest: upgrade a residence to level 11 or higher.

Set up 3 level 16 houses for upgrade...upgrade was finished and no credit for completion. This has been happen on and off on ALL the building upgrade quests.
Please don't tell me that this is a duplicate posting when nothing is being done about them.

I think something is being done about it.
Recently quests do not trigger every time when I am logged off when upgrade is finished.
Previosuly it was more random but now - at least in my case - it is a pattern. It just does not work all the time when I am not online.
