Cannot reproduce Quest don't show up

Current situation:
When i decline a quest and instantly mouseover the bell icon to show up my notifications I don't get a new quest until i refresh the page.

Expected situation:
Get a new quest

1. Decline a quest
2. Mouseover the bell icon

Hmm thats odd, I even tryed emptying the browser cache and stuff, but I was still able to reproduce it like 10 times now.
