Definitely related. Perhaps the Mods could combine the two threads, as I was able to get some screen grabs.

The math is pretty messed up.

Two provinces later, the Expansion requirements are also messed up. NOPE, I was not able to add an Expansion.

Thanks @Katwick - The issue here turns out to be having been granted an extra expansion at some time in the past. Please contact our support who will be able to check and make sure this is indeed the case for you.
